English actress Rachel Weisz thinks that Botox injections should be banned for all actors.

The 39-year-old actress, best known for her roles in the Mummy movie franchise and for her Academy Award-winning portrayal in The Constant Gardener, feels facial Botox injections leave actors less able to convey emotion and that it harms the acting industry as much as steroids harm athletes.

In an interview with UK’s Harper’s Bazaar, coming out next month, Weisz says, “It should be banned for actors, as steroids are for sportsmen,” she claims. “Acting is all about expression; why would you want to iron out a frown?”

Currently living in New York, she also mentions that English women are much less worried about their physical appearance than in the United States. “I love the way girls in London dress,” she claimed. “It’s so different to the American ‘blow-dry and immaculate grooming’ thing.”

Judge orders residents and city to come to agreement on partially collapsed building in Buffalo, New York

Buffalo, New York —Judge Justice Christopher Burns of the New York State Supreme Court has ordered a halt to an emergency demolition on a 19th century stable and livery on 428-430 Jersey Street in Buffalo, New York that partially collapsed on Wednesday June 11, initially causing at least 15 homes to be evacuated. At least two homes remain evacuated.

Burns orders that both the city and the group Save The Livery (www.savethelivery.com) have to come to an agreement on what to do with the building, and try to work out ways of saving at least some portions if it including the facade, side walls and a lift tower. Save The Livery is comprised of concerned area residents who have grown to love the building’s historic and unique character. On June 14, they won a temporary restraining order to stop demolition. The court ruled that the city was only allowed to remove material in immediate danger to residents and pedestrians, but stated that the demolition could only be performed with “hand tools.” The court also ordered that any rubble which had fallen into neighboring yards when the building collapsed, to be removed.

“It is in the interest of the city to have a safe environment–but also important to maintain a sense of historical preservation,” stated Burns in his ruling. Burns has given the sides until tomorrow (Friday June 20) to come to an agreement and has ordered both parties to return to court at 9:30 a.m. (eastern time) “sharp.” Activists of Save The Livery urge supporters of the stable to “fill the courtroom” to show “continued and ongoing support.” The hearing is scheduled to take place at 25 Delaware Avenue in the Supreme Court building, 3rd Floor, trial part 19.

Currently the building is owned by Bob Freudenheim who has several building violations against him because of the buildings poor condition. He has received at least five violations in three months and residents who live near the building state that Freudenheim should be “100% responsible” for his actions. Many are afraid that if the building is demolished, Freudenheim’s charges of neglect will be abolished.

On June 17, developer and CEO of Savarino Companies, Sam Savarino was at the site of the stable, discussing the building with residents and preservationists. In 2006, Savarino proposed and planned The Elmwood Village Hotel, a ‘botique’ hotel on the Southeast corner of Elmwood and Forest Avenues. The project was later withdrawn after residents filed a lawsuit against Savarino and the city. Wikinews extensively covered the story, and contacted Savarino for his professional opinion on the building.

“[I would] love to see it preserved. I was there to see if there was anything we could do to help, to see if anything can be salvaged. I just want to see the right thing happen, and so does the city,” stated Savarino to Wikinews who added that he was allowed inside the building for a brief period.

“The side walls are beyond repair. The roof has rotted and it could come down at any time,” added Savarino who also said that the building “below the second floor appears to be stable.” He also states that the back wall of the building, which borders several homes, appears to be intact.

“Eliminating the back wall could be a problem for the neighbors. It is not unreasonable to leave at least 12 feet” of the back wall standing, added Savarino.

Savarino did not say if he was interested in buying the property, but did state, “I am sure there are a couple of people interested” in buying the property. On Thursday, Buffalo News reported that a “businessman” might be interested in purchasing the property, though Wikinews is not able to independently confirm the report. Savarino says that with the property still slated for emergency demolition, a potential buyer could face tax fees of nearly US$300,000.

Freudenheim gave the city permission to demolish the building on Thursday June 12 during an emergency Preservation Board meeting, because he would not be “rehabilitating the building anytime soon.” Freudenheim, along with his wife Nina, were part-owners of the Hotel Lenox at 140 North Street in Buffalo and were advocates to stop the Elmwood Village Hotel. They also financially supported a lawsuit in an attempt to stop the hotel from being built. Though it is not known exactly how long Freudenheim has owned the stable, Wikinews has learned that he was the owner while fighting to stop the hotel from being built. Residents say that he has been the owner for at least 22 years.

The building was first owned by a company called White Bros. and was used as a stable for a farm which once covered the land around the building for several blocks. The Buffalo Fire Department believes the building was built around 1814, while the city property database states it was built in 1870. Servants and workers of the farm were housed inside resident quarters situated at the rear of the building on what is now Summer Street, but are now cottages where area residents currently reside. Some date as far back as 1829.

At about 1950, the stable was converted into an automobile body shop and gasoline station.A property record search showed that in 1950 at least four fuel storage tanks were installed on the property. Two are listed as 550 square feet while the other two are 2,000 square feet. All of the tanks are designated as a TK4, which New York State says is used for “below ground horizontal bulk fuel storage.” The cost of installing a tank of that nature according to the state, at that time, included the tank itself, “excavation and backfill,” but did not include “the piping, ballast, or hold-down slab orring.” It is not known if the tanks are still on the property, but residents are concerned the city was not taking the precautions to find out.

Diamonds: Anglo American to pay US$5.1 billion for 40% of De Beers

Anglo American PLC has negotiated a price of US$5.1 billion to buy 40% of diamond giant De Beers from the Oppenheimer family. Anglo’s stake will jump from 45% to either 75% or 85%; the Botswanan government has an option to increase its own stake.

“This has been a momentous and difficult decision as my family has been in the diamond industry for more than 100 years and part of De Beers for over 80 years,” said De Beers chairman Nicky Oppenheimer. The Oppenheimers are selling their entire remaining stake in the company they took over in the 1920s. They retain 2% of Anglo, founded in 1917 by Sir Ernest Oppenheimer. Until Nicky’s resignation this year Anglo’s board has always featured an Oppenheimer.

As-of June De Beers assets totalled US$8.2 billion with US$1.2 billion pre-tax profit over the prior six months, compared to a US$863 million pre-tax profit last year. The firm owns two Canadian mines and one in South Africa, along with joint ownership with Botswana in two of the world’s biggest diamond mines.

Part of the sale deal promises the Oppenheimers will be given part of any value increase if the firm is floated within two years. Nonetheless, Anglo CEO Cynthia Carroll denied this means a flotation is planned. She also said there is no connection between the purchase, which is set to be finalised next year, and Chilean state-owned copper firm Coldeco’s recent major purchase of 49% of various Anglo property. The Oppenheimers receive 20% of any price increase if a float occurs within a year, and 10% if one happens the year after.

Security Council backs ceasefire in Israel-Lebanon conflict

The United Nations Security Council has unanimously approved Resolution 1701 calling for a “full cessation of hostilities” in the Israeli-Lebanon war and for international and Lebanese troops to replace Israeli troops in south Lebanon.

The UN decree comes on the heels of an Israeli government decision to expand its offensive in Lebanon. Sources say that Israeli prime minister Ehud Olmert will bring the UN resolution to cabinet for discussion on Sunday. Daniel Ayalon, Israel’s ambassador to the United States, said that his government was likely to agree to the resolution.

“I do not want to preempt the Cabinet decision, but the language as I see it now — and I’m being careful — if the language of the resolution doesn’t change, I view this resolution very positively and, of course, the crux is implementation,” Ayalon said. “If this resolution will be enforced, then we solve the problem of Lebanon,” said the Israeli envoy.

Hezbollah officials have not responded to the UN action. The Lebanese cabinet meets Saturday to discuss the resolution.

Lebanese leaders have cautiously welcomed the resolution which had been delayed for almost a week due to negotiations over its wording. U.N. Ambassador Nouhad Mahmoud of Lebanon said; “The Lebanese are not comfortable with the Israeli distinctions of what is defensive and what is offensive.”

The resolution calls for Hezbollah to end its attacks on Israel and for Israel to end “offensive military operations” in Lebanon. It also raises the strength of the UN peacekeepers in Lebanon, the United Nations Interim Force (Unifil), from 2,000 to a maximum of 15,000, and gives it an expanded mandate to enforce the ceasefire. A portion of the UN language expanding that force’s Chapter 6 mandate reads: “Acting in support of a request from the government of Lebanon to deploy an international force to assist it to exercise its authority throughout the territory, authorizes Unifil to take all necessary action in areas of deployment of its forces and as it deems within its capabilities, to ensure that its area of operations is not utilized for hostile activities of any kind… “

The U.S. Secretary of State, Condoleezza Rice, responding on Friday during an interview with CNN’s Wolf Blitzer to the difference between a UN Chapter 7 mandate, and the current mandate for Unifil in Lebanon said:

So this force has a big mandate, it has a robust mandate, it has a mandate that will allow it to defend itself and to defend that mandate. But it’s never been the expectation that this force is going to disarm Hezbollah. That will have to be done by the Lebanese……Chapter 7 is very often used when a government is not prepared to accept a force. Lebanon is prepared to accept this force, but this is an absolutely robust mandate. This, by the way, is what helped the Israeli government. They were concerned earlier about the mandate. After we talked about this enhanced mandate in the revised resolution, I think the government of Israel saw that it met their needs.

Israel is to withdraw its troops from southern Lebanon as UN and Lebanese troops are deployed. The resolution outlines plans for the disarmament of Hezbollah and for a settlement of the Israeli-Lebanese border.

The UN also called for the unconditional release by Hezbollah of two Israeli soldiers it captured on July 12th, precipitating the conflict.

123 Israelis, including 40 civilians, and 861 Lebanese, mostly civilians, have been killed in the 31-day old war.

Paris hotel fire kills 22

A Paris fire in a hotel killed 22 people, 10 of whom were children, while injuring 53 — 11 seriously. The hotel was an overcrowded, budget accommodation type of housing. Most of the inhabitants were African, many housed by social services, according to an Associated Press report.

The 32 room, six-story Paris Opera hotel, was made to house 61 guests, but 90 were staying at the time of the fire, with 84 of them placed by city or state social services.

The fire is thought to have started in the breakfast room at 2:20 am Friday, local time.

Along with the Africans, who were mostly refugees, others wounded included French, Senegalese, Portuguese, Americans, Ukrainians, and Tunisians, according to a report from Turkish Zaman.com. The hotel is situated near to La Galerie Lafayette, Printemps shopping center, and Paris Opera.

It took nearly 250 fire-fighters to control the fire, and the number of casualties was high because of the single exit.

“It’s hard in that kind of situation to tell people to calm down. They jumped. People on the first floor threw their children out the windows,” Alfred Millot, head of the fire service at the nearby upmarket Galeries Lafayette department store, told Agence France-Presse.

“With our own equipment, we started fighting the fire from the ground floor. I came running and people were already jumping through the windows,” said Millot.

His store warehouse was used as a temporary morgue. Families were counselled and assisted in re-uniting by the Red Cross.

Bank of America leads Consumer Financial Protection Bureau complaints about mortgages

A review this week by Wikinews of US Consumer Financial Protection Bureau (CFPB) complaints about mortgages in the United States shows Bank of America leads all lending institutions in complaints.

Since mortgages complaints were recorded in December 2011, 77,622 total have been added to CFPB’s database. 29.2% of these complaints involved Bank of America, with the second most received by Wells Fargo, accounting for 15.5% of all complaints. JPMorgan Chase ranked third by volume of complaints with 9.8%. Ocwen was fourth with 8.7% and Citibank was fifth with 4.8%. Nationstar Mortgage; Green Tree Servicing, LLC; HSBC; PNC Bank; U.S. Bancorp; OneWest Bank; SunTrust Bank; Flagstar Bank; and Select Portfolio Servicing, Inc. each had between 1.0 and 3.8% of total complaints. The remaining 14.4% of all complaints about consumer mortgages were divided between about 530 other lending institutions.

The Motley Fool reported last month that for the past fiscal quarter, the biggest US based mortgage lenders were from first to fifth Wells Fargo, JPMorgan Chase, Bank of America, Quicken Loans and U.S. Bancorp.

According to the US Federal Reserve, debt for family residences stands at US$10.706 trillion for the second quarter of 2013. As of the end of June of this year, Bank of America is the United States’s second largest commercial bank with US$1.343 trillion in domestic assets. Wells Fargo is the fourth largest commercial bank with US$1.251 trillion in domestic assets. JPMorgan Chase is the largest US commercial bank with US$1.329 trillion in domestic assets and US$1.947 trillion in total assets.

The mortgage complaints in the CFPB report include several subproducts. Conventional fixed mortgages account for 27.1% of all complaints. Conventional adjustable mortgages account for 10.0%. FHA mortgages account for 7.7% of all complaints. Home equity loans or lines of credit account for 3.8% of all complaints. VA mortgages are 1.4% of all complaints. Second mortgages and reverse mortgages each account for 0.6% of complaints. The remaining 48.7% of complaints are about other mortgages or other mortgage issues. A few years ago, FHA loans accounted for about 10% of all US mortgages while VA loans accounted for about 3%. Prime loans accounted for over 75% of the market and the rest were subprime mortgages.

California leads all states by volume of complaints with 14768. It is followed by Florida, New York, Georgia and Texas. When complaints are divided by a state’s total population, New Hampshire leads. The state is followed by Washington D.C., Maryland, Georgia and Florida. Complaints do not correlate with national rankings for August’s foreclosure rate by state where Nevada topped the list, followed by Florida, Ohio, Maryland and Delaware.

Two zip codes account for over 1,000 total complaints between them. 565 complaints originated in the 48382 zip code, which is in Commerce Township, Michigan, located in suburban Detroit. 553 complaints originated in the 33071 zip code, in Coral Springs, Florida. According to real estate website Zillow, there are currently 1,033 properties in foreclosure in Coral Springs while Commerce Township only has 131 properties currently in foreclosure. Four other zip codes have 100 plus complaints originating from them. 91730, in Rancho Cucamonga, California, had 158 complaints. 33409, in West Palm Beach, Florida, had 132. 92626, in Costa Mesa, California, had 125 complaints. 92660, in Newport Beach, California, had 122 complaints. Respectively, the towns had 534, 1,068, 153, and 134 properties currently in foreclosure. These numbers are higher than for the cities of a few sampled zip codes where there was only one complaint, such as Gold Hill, Oregon which has 4 properties in foreclosure, and Decatur, Illinois which has 6 properties in foreclosure.

The CFPB categorizes complaints into six categories: “Loan modification, collection,foreclosure” or problems when a person is unable to pay; “Loan servicing, payments, escrow account” or problems with making a payment; “Application, originator, mortgage broker”; “Credit decision / Underwriting”; “Settlement process and costs”, and “Other”. The CFPB says the complaint types indicate consumers “appear to be driven by a desire to seek agreement with their companies on foreclosure alternatives. The complaints indicate that consumer confusion persists around the process and requirements for obtaining loan modifications and refinancing, especially regarding document submission timeframes, payment trial periods, allocation of payments, treatment of income in eligibility calculations, and credit bureau reporting during the evaluation period.” Currently, 59.6% of all complaints against lenders deal with being unable to pay. 25.1% deal with problems in making a payment. 7.0% have to do with the application process.

Of the complaint-heavy zip codes, for 48382 in Commerce Township, Michigan, 98.9% of all complaints have to deal with being unable to pay. Accounting for 23.4% of all mortgage complaints in Commerce Township, 132 of the complaints for being unable to pay were made regarding Bank of America, accounting for 97.8% or all but 3 complaints against them from the zip. 121 of the Bank of America responses in Commerce Township were closed with explanation and 12 were closed with non-monetary relief. 33071 in Coral Springs is different, with 537 of the 553 complaints being categorized under other. Only 11 complaints relate to foreclosure and issues with being able to pay. 92626 in Costa Mesa, where 32% of the mortgage complaints were about Bank of America and 26.4% were about Wells Fargo, had 93.6% of its complaints dealing with being unable to pay. 5 total complaints dealt with payment issues and 3 dealt with applications.

Beyond regional variance in complaint types lodged, the top five mortgage lenders by volume of complaints all had being unable to pay as their top complaint category, ranging between 55.8% for Citibank and 69.4% for Bank of America. Problems with payment accounted for the second largest area of complaints, with Ocwen having the largest percentage of complaints at 31.9% and Bank of America having the smallest at 18.8%. Foreclosure was the top area of complaints for a number of other lending institutions including 1st Alliance Lending, OneWest Bank, Ally Bank, Banco Popular de Puerto Rico, Bank of the West, BMO Harris, BOK Financial Corp, Caliber Home Loans, Inc, Capital One, Deutsche Bank and EverBank.

Nationally, complaints reached a high of 5,840 for January 2013, 1,107 more than the next highest month of April 2013. The total emerging for September is the second lowest since records were first kept in December 2011. On a state by state level, this pattern largely repeats with a major exception for Florida which saw a peak of 849 complaints in June 2012. Then, as now, Florida was one of the top five states in the nation in its foreclosure rate. The national January spike came as the Qualified Mortgage standard required by the The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 came into play. It required mortgage lenders to take steps to insure borrowers could repay their mortgages.

Bank of America’s complaint volume follows the national trend, with a spike in January 2013 with 1,925 total complaints. Unlike nationally, the next month by volume of complaints was February of this year with 1,598 complaints. Prior to that, the highest month was May 2012 with 1,418 complaints. The lowest volume of complaints is September this year with 334.

Wells Fargo matched national trends for volume of complaints by month, with the exception of the current month being the lowest on record for number of complaints with 197 compared to the next lowest month, December 2011, when they had 221. JPMorgan’s complaint volume by month spiked in January and March of this year with 504 complaints. April of this year was the next highest month with 493 complaints, edging out May of last year with 488 complaints. September this year is on track to be the lowest month by complaint volume.

Gastric bypass surgery performed by remote control

A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.
