Romanian government to strengthen laws against tax evasion

The Romanian government has drafted legislation pertaining to tax evasion that makes it a criminal offence on the same level as crimes against individuals. Developed with the aid of Romania’s business community, the new law is expected to reduce corruption and tax evasion. According to the new law, the maximum jail term for tax evasion will be boosted up to 20 years. This sentence, however, will only be passed in circumstances of large-scale fraud. For evasion of up to the equivalent of 10,000 euro, the punishment will be either a fine or up to 2 years in prison. For tax fraud of up to 500,000 euro, the term will be extended to 2-8 years in prison. It is only for those whose tax evasion exceeds 1 million euro that the jail term will range between 10 and 20 years.

In the same package of legislation, the government approved several changes to banckruptcy law, which makes it easier for businesses to file for bankruptcy. The new laws are expected to make Romania’s business environment cleaner, resulting in more foreign investment, less corruption and more revenue for the government.

At the start of the year, the Romanian government introduced a new flat tax system for Romania, in which the tax rate is 19% for both personal income and corporate profit. This has led Romania to have one of the most liberal tax policies in Europe. The lower rate of tax has already reduced fiscal evasion to a significant extent because more people and businesses are encouraged to pay the tax. However, in order to further reduce the grey economy in Romania, advisers said at the start of the year that the government must also back this up with tougher legislation against tax evasion. Previously, Romania’s tax evasion laws were fairly lax, leading to quite a significant extent of tax fraud. Now, with the new, highly-publicised tax evasion laws, it is expected that the risk of getting prosecuted for not paying an already-low tax rate will force many businesses out of the black market into the legal economy.

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

As a single parent, a mother has to overcome all the odds stacked against them with work and family. Money is limited, expenses are increasing and your kids need you. Give yourself some credit, and take some time off. You can plan out your month, set a budget and limit the use of credit cards if you have one.

You can start with your monthly planning by summing up how much of you salary you will end up with at the end of the month. Organize your bills, if possible, make partial payments so you don’t have them increasing and then pay the entire amount. Set a budget for your weekly groceries, and your kids’ shopping, such as school supplies and lunch money etc.

Once you have that settled, plan out when you are going to pay off your bills. Being a single parent is as tough as it sounds, but setting a budget really adds to your work load in your day. But this is truly beneficial for you.

Suppose you are just completely out of finances and you need a tremendous amount of help. Government financial help is out there, but you have to do a whole lot of searching and contacting the right people. There is plenty of financial aid that is available, you can check out a few and see if you qualify for one.

It could be a government loan if you are greatly in debt, or you could apply for welfare if required. However, you have to look around and see who can provide you the best option. This doesn’t necessarily mean that you will be able to save up your money, but this will help you out in that crucial time in your life.

The best thing you can do is set a budget and save what ever you can, plan out your daily or monthly expenses and follow them accordingly. You can still do that while you are offered financial help from the government as well. Help is all around you, all you have to do is look in all the right places.

Mayor of London Boris Johnson announces bidders for additional Tramlink vehicles

On Thursday, London’s Mayor Boris Johnson announced the shortlist of bidders to supply up to ten further trams to Transport for London (TfL) for use on the city’s Tramlink network in Croydon. The trams will be used to supply additional capacity on the network between Elmers End, central Croydon and Therapia Lane — one of the most congested parts of the route.

TfL, who purchased the Tramlink network from Tramtrack Croydon Ltd. in 2008, announced the plans late January, after submitting the tender to the Official Journal of the European Union (OJEU) on January 29. According to the notice, the additional trams will operate approximately 75,000km per year, will be needed for “at least 10, but not more than 20 years” and can be either new build or existing vehicles that can be modified — at a reasonable cost — to run on the Tramlink infrastructure.

The tram fleet is currently made up of 24 Bombardier CR4000 trams, which were constructed for the opening of the 28km network between 1998 and 2000. 22 of these trams are currently needed to operate the three tram routes each day, and the new service is expected to require at least an additional five trams daily, bringing about the need for a boost to the fleet levels.

The shortlist to supply the trams consists of City of Edinburgh/CAF, Stadler (Stadler Pankow GmBH) and Pesa (Pojazdy Szynowe PESA Bydgoszcz S.A.Holding, and the the three consortia will now be invited to submit proposals to supply the additional trams. The Invitation to Tender will run for four weeks.

It is not currently known whether the bids made by Stadler and Pesa will be for new-build or second-hand vehicles, however the bid from Edinburgh/CAF is to use a number of the currently-dormant trams that were constructed for that city’s own tram network. The system has had several set backs since construction began, with the network now set to open in stages with a number of tram lines (but not the trams to operate them) being cancelled, leading to a large surplus of vehicles that could be hired out in the short term. The trams are amongst some of the longest and heaviest in Europe, though, and will require a large amount of modification to enable them to be able to operate on Croydon’s network if the bid is successful.

Shortly after the announcement, whilst inspecting one of the network’s current trams at East Croydon tram stop, Boris Johnson said: “I have no greater responsibility as Mayor than to ensure people can move around this city with ease, comfort and reliability.

“Trams in Croydon have proved a major success and this is reflected in journey numbers which have soared by 45 per cent since the network opened in 2000.

“I look forward to the extra vehicles developing this vital, much-appreciated, and indeed attractive, form of transport further.”

Funding for the new trams is expected to largely come from TfL, however the London Borough of Croydon has also confirmed a £3m contribution to the project. This will also include the refurbishment of tram stop surrounds.

Croydon Council Leader Mike Fisher said: “This is looking like a great deal for Croydon and shows the benefits of an ambitious local authority and committed Mayor working together, pooling resources and expertise.

“There is real support to get additional trams for Croydon to keep pace with growing demand for Tramlink services and also to secure major improvements for pedestrians and transport users around and between East and West Croydon stations.”

TfL anticipates that, providing a successful bid is made, the new trams would be delivered to the network’s depot at Therapia Lane in late 2011, with an entry into service from early 2012.

China steps up anti-gambling campaign

Beijing (??; pinyin: B?ij?ng) —Chinese President Hu Jintao is stepping up a government campaign to eradicate illegal gambling in China, detaining over 4,000 gamblers in an effort to clean up the public image of the Communist party.

Cadres and officials within the party have been caught using illicit funds, sometimes embezzled from local, state-run organizations, to gamble at casinos set up in border-towns within North Korea, in Macau, and in other popular gambling resorts outside of the direct control of the mainland government.

To assuage any fears that this latest campaign extends to ordinary working-class citizens, Deputy Public Security Minister Bu Jingfu has announced that ordinary citizens need not worry about being prosecuted for “friendly” games of mahjong. He did not specifically address whether mainland citizens should reconsider visiting the numerous mahjong gaming parlors which dot urban centers throughout the country.

“The whip that is used to beat wolves should not be used to beat sheep,” stated Bu Jingfu.

China allows a “social welfare” lottery, for which citizens can purchase tickets that help to fund social programs. However, this legal form of gambling is mostly favored by lower-income players who don’t have the opportunity to travel to the lavish gaming casinos frequented by the wealthier class of businessmen and party officials who can travel across the border on easily obtained one or two-day visas.

Despite relatively harsh penalties for those who are caught participating in illegal gambling operations, a number of provinces are well-known for hosting high-stakes gamblers in illegal, underground operations that are run on the mainland under the noses of local authorities. To combat these operations on a national level, the Public Security Ministry has sent 13 “inspection teams” to these provinces in an attempt to crack down on these operations.

One historian believes that China’s government, which in its various forms has tried to stop avid gamblers for thousands of years, will have no better luck with its current campaign, than it has in the past.

“It is really hard to get rid of gambling,” said Guo Shuanglin, a professor of history at People’s University in Beijing.

Guo explained, “There were strict laws against gambling in almost every dynasty in China. Take the Song Dynasty, for example, when gamblers were sentenced to death. In the Ming Dynasty, gamblers’ hands were chopped off. Even in the period of the Republic of China, they had a very strict anti-gambling law.”

As far away as Las Vegas, casino operators are seeing a shift in demographics for their most elite players, called “whales”, who are known to bet upwards of US$50,000 a hand. Since the 1980s, Las Vegas has seen a shift from Japanese businessmen to Chinese players, who now make up over 50% of the high-end clientele at some Las Vegas casinos.

Shen Mingming, a Beijing University expert on Chinese gambling, is skeptical that China’s government can sustain a long-term campaign against gambling.

“It means long hours for the police, and it cannot be sustained,” he said. “When the campaign is over, these organizations just quietly come back to life. Can you keep doing these campaigns every few months?”

However, this time China’s government has set up a special telephone number, to encourage citizens to turn in government officials who are embezzling government funds for illicit gambling runs.

China has recently conducted a series of high-profile arrests of corrupt officials who are caught gambling with public funds, two of whom used tens of millions of dollars to fund their gambling lifestyle.

The government has also made one special arrest to show that even high-level officials are not immune to prosecution due to their party position. Cai Haowen, who had been groomed by former Chinese President Jiang Zemin, was arrested this month on an overnight train in Jilin (??; pinyin: Jílín) province, while fleeing authorities for embezzling hundreds of thousands of dollars and losing it all while gambling.

Finally, China is starting to crack down on the easy visa programs which have permitted so much traffic to gambling emporiums outside of mainland government control. The new visa program requires that records be kept of the identity of the visa holder. This new visa requirement has started to have a noticeable effect on some border-town casinos, leaving a number of properties with idle employees and few Chinese customers.

US House of Representatives passes universal health care bill

The United States House of Representatives has passed The Affordable Health Care for America Act or HR 3962, a bill which would ensure that 95–96% of US citizens receive affordable health care.

HR 3962 was passed with 220 yeas and 215 nays. Democrats in the house needed at least 218 votes to pass the bill. 39 Democrats voted against the bill, which contained the Stupak amendment. This amendment curtailed women’s abortion rights. One Republican, Representative Joseph Cao of Louisiana, voted for the bill.

The US Senate has drafted their own health care bill, S. 1679. It is not yet known when the Senate will vote on their version of the bill, but in the end both versions must be merged into one with both the House and Senate voting again.

The health care program associated with HR 3962 is estimated to cost over US$1 trillion over ten years, according to the Speaker of the House Nancy Pelosi, who states that it will result in “[…] not one dime added to the deficit.”

US President Barack Obama says that he is “confident” that the Senate will be able to come to an agreement and pass a completed bill. Obama added that he hopes to sign a “comprehensive health insurance reform into law by the end of the year.”

Preparations for inaugural Bathurst International Motor Festival begin

The Bathurst Regional Council has begun preparing the Mount Panorama motor racing circuit for the inaugural Bathurst International Motorsport Festival (BIMF) to be held between April 13 and 16, 2006. The Mount Panorama motor racing circuit is considered to be the home of motorsport in Australia.

Council’s staff have been busy cleaning the facilities, erecting signage, checking pedestrian bridges and inspecting the track surface for the past few days.

The BIMF will be the first event to be held at the 6.2 kilometre circuit over Easter since 2000. In 2000, Event Management Specialists held the first motorcycle racing event since 1990, but due to EMS going bankrupt a short time after their 2000 event was ran and the inability of the then Bathurst City Council to find another promoter, the Easter event was canned.

The BIMF is inspired by the Festival of Speed and Goodwood Revival in the United Kingdom. The Bathurst Regional Council and event promoter Global Entertainment Team promise that the event “will cater for all motoring enthusiasts, collectors and historians”.

According to the BIMF website, the on-track program consists of:

  • Manufacturers showcasing their vehicles and track times
  • Historic touring car races
  • Aussie racing car races
  • Australian GT sports car
  • Parade laps by car clubs
  • Parade laps and races by “Legends of Motorsport”
  • Stunt car and bike events
  • Rally cars
  • Displays of cars from all eras of Mount Panorama’s history
  • The chance for patrons to purchase a ride around the circuit in a race car.

Off the track, the organisers have promised manufacturer displays, merchandise stands, music, joyflights, Off-road demonstrations and joyrides, autograph sessions and interviews with influential people in the Australian motor industry.

Former Illinois governor Blagojevich asks US Supreme Court to delay corruption trial, prosecutors to respond by Friday

US Supreme Court Justice John Paul Stevens has given federal prosecutors until next Friday to respond to the request of former Illinois governor Rod Blagojevich and his brother Robert to delay their corruption trial. 

The trial is set to begin on June 3, and many of the charges they face are based on a federal honest-services law. The Blagojevich brothers challenge the constitutionality of this law and believe the trial should be delayed until the high court is expected to decide the issue next month. The request had already been denied by District Judge James Zagel and the Seventh Circuit Court of Appeals. Stevens, who handles appeals from the Seventh Circuit, had three options: reject the request for a delay of trial, grant it, or allow the federal government to respond. He chose the third. 

The decision brings hope to the Blagojevich defense team. “We believe that means he sees this as not frivolous, and he’s going to decide it on the merits,” said Michael Ettinger, Robert’s attorney. “We’re somewhat cautiously hopeful he’ll do the right thing.”

Prosecutors added new charges, including bribery, against the brothers in case the Supreme Court finds the honest-services law unconstitutional. They believe the June 3 start date should not be held back.
